Grand County Court System

Grand County is served by two court levels. The 7th Judicial District Court handles felony cases, civil matters above the small claims limit, family law, and probate. The Grand County Justice Court handles lower-level matters including all infractions, Class B and Class C misdemeanors, and small claims cases. Both courts are located at 125 East Center Street in Moab.

Justice Court Judge Danalee Welch-Odonnal presides over the Grand County Justice Court. A large share of the justice court's caseload involves traffic violations and outdoor recreation safety citations. River runners, hikers, and other visitors to the Moab area who receive citations often appear before this court. The justice court handles small claims filings as well, making it the right venue for lower-dollar civil disputes between individuals or businesses.

Searching Grand County Court Dockets

The XChange system is the main online tool for searching the Grand County court docket. It covers both the 7th District Court and the Grand County Justice Court. Searches are $0.35 each, documents cost $1.00 to download, and a monthly subscription is $40.00. These rates are current as of July 2025. Free terminal access is available at the Moab courthouse. Ask the court clerk where the public terminal is located when you arrive. GRAMA Requests for Grand County Records

Grand County has an online GRAMA portal for submitting open records requests. You can email the county clerk at clerk@grandcountyutah.net to start a request. Your request must include your name, mailing address, and a daytime phone number. It also needs a description of the records you want, written with what the law calls "reasonable specificity." This means you should include enough detail for staff to locate the records, such as a case number, party names, and a date range.

Under Utah Code 63G-2-201, the right to inspect public records is free. Copying fees or research fees may apply for large requests. If the county denies your request, the denial must be in writing and must explain the reason. You can appeal a denial to the State Records Committee.

Keep in mind that the 7th District serves four counties. A case filed in Grand County may occasionally be heard at a different location within the district.
